What happens when a handyman refuses to give his client his 1099 information?

Can a handyman be responsible for his own tax reporting? Or must he provide his social security number or tax ID to every client he has.

A handyman is responsible for his own tax reporting.
IRS has rules about issuing 1099s when a w-9 has not been obtained
fom a contractor, but the short answer is that you can issue it with no id number entered. for your records, get as much other information as you can to identify the recipient
if he works for himself then he is responsible for reporting taxes and it is none of the clients business
